STATUTE - of the Czech Committee for the Co-operation with the United Nations Food and Agriculture Organization (FAO)
The Minister of Agriculture of the Czech Republic and the Minister of Foreign Affairs of the Czech Republic, in compliance with the Resolution No. 699 of the Government of the Czech Republic of December 9, 1992, issue for the purpose of effective and meaningful membership of the Czech Republic in the United Nations Food and Agriculture Organization (hereinafter only as "FAO") the STATUTE of the Czech Committee for the Co-operation with FAO Organization (hereinafter only as "the Committee").
Article 1
For the purpose of ensuring multilateral co-operation of the Czech Republic with FAO, Czech Committee for the Co-operation with FAO is established.
Article 2
The Committee is an advisory and co-ordination body of the Ministry of Agriculture of the Czech Republic which accomplishes the role of professional guarantee for co-operation with FAO and of the Ministry of Foreign Affairs of the Czech Republic, that is responsible for conducting, co-ordination and implementation of foreign policy, for ensuring of contacts with international governmental organizations and for enforcing state externally-political interests at these organizations.

Article 3
In the Committee bodies and institutions, which have relations to international co-operation in the area of agriculture, nutrition, food industry, forestry, lumbering, water management, ecology, development of rural areas and in relating areas, are supplied with permanent members. According to its needs, the Chairman of the Committee may invite to participation on the work of the Committee also representatives of other bodies and institutions that deal with various aspects of the co-operation with FAO.
Article 4
The Committee does consist of the Chairman, the Vice Chairman, the Secretary and of other permanent members. The Chairman and the Vice Chairman of the Committee are appointed and recalled by the Minister of Agriculture after consultation with the Minister of Foreign Affairs, position of Vice Chairman of the Committee is occupied by a representative of the Ministry of Foreign Affairs.

Article 5
The permanent members of the Committee are representatives of: the Ministry of Agriculture, the Ministry of Foreign Affairs, the Ministry of Healthcare, the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Environment, the Statistical Office, the National Veterinary Administration, the Academy of Sciences, the Academy of Agricultural Sciences, as well as representatives of other selected bodies and organizations who are appointed on the basis of the recommendation of the Committee.
Article 6
The Committee: co-ordinates proceeding of individual Ministries and institutions towards FAO in compliance with objectives of the foreign policy and with the concept of the co-operation with FAO, processes long-term draft concepts of the co-operation with FAO, prepares annual plans of the co-operation with FAO, keeps under review and yearly evaluates effectiveness of FAO membership in the form of annual report and takes care of increasing effectiveness of the membership, ensures co-operation with this international organization with possibility of written and personal contact between the Committee and the FAO Head-office in such cases as far as technical issues are concerned, participates in preparation of an attendance in sessions of the General Conference, the Council, eventually of another bodies of FAO, discusses reports of delegations on the attendance in meetings of the most important bodies of FAO and recommends optimum way of their usage.

Article 7
The Committee meets at least twice a year but always before and after the session of FAO General Conference to prepare annual plan of the co-operation. The Chairman summons the Committee in written form at least two week prior the set date of the session, together with announcement of the program of the session. In the year of FAO General Conference generally two months before its beginning. The Secretary of the Committee sends participants who are invited data to particular items of the session.
Article 8
The Committee works according to annual plans of activities resulting of long-term concept of membership in FAO that have been approved by the resolution of the government. The Committee approves annual plans of activities during its regular session.

Article 9
For the purpose of solution of operational matters of principal character the Board of the Committee is established. The Board consists of the Board Chairman, the Board Vice Chairman and of the Board Secretary. During the nearest session of the Committee they forward information.
Article 10
According to its the Committee establishes working groups. The head of the working group and its members are appointed by the Chairman of the Committee after an agreement with concerned bodies. They are responsible for the preparation of attitudes and use of results of sessions of FAO expert committees and they forward reports to the Committee.

Article 11
The function of the Secretariat of the Committee is accomplished by the Department of External Relations of the Ministry of Agriculture. During its work the Secretariat follows resolutions of the Board of the Committee and guidelines of the Chairman of the Committee. It discharges the role of administrative, co-ordination and organizational body of the Committee.
Article 12
Contact of the Committee with FAO Head-office is provided by the Ministry of Foreign Affairs through the permanent representative at FAO in Rome who reports to the Department of International Economic Organizations of hereinbefore mentioned Ministry. In technical issues and in compliance with Article 6 of this Statute, the Secretariat of the Committee may turn to FAO Head-office or directly ask for mediation the permanent representative at FAO in Rome. Another areas, especially issues that have international and political impact and personnel and intercourse issues, are in jurisdiction of the Ministry of Foreign Affairs of the Czech Republic.
Article 13
The position of the member of the Committee and of its working group is honourable. Members of the Committee and of working groups, as well as the other invited representatives of concerned institutions, are obliged to accomplish necessary objectives and activities within the framework of legal relationship towards the institution that they represent in the Committee.
